At the end of July 2018, Immigration, Refugees and Citizenship Canada (IRCC) increased the maximum number of sponsorship applications for parents and grandparents from 10,000, to 17,000 applications per year.
These changes were announced via Ministerial Instructions on IRCC's website. These changes took effect on July 28, 2018. The Ministerial Instructions can be accessed here.
In 2017, IRCC made significant changes to the Parent and Grandparent sponsorship program, with the intention of streamlining the sponsorship process. Those interested in sponsoring a parent or grandparent are required to express their interest by filling in an online form confirming their interest to sponsor ("Interest to Sponsor form"), by the given deadline. These entries are put into a pool.
IRCC conducts randomized draws from this pool, for the purpose of inviting potential sponsors to submit the application for permanent residence, within 90 days. As of July 28, 2018, the number of invitations sent out will be 17,000.
In early 2018, interested potential sponsors were given 30 days to fill out and submit the form, letting IRCC know they wanted to sponsor their parents or grandparents to come to Canada. On February 1, 2018, when the form closed, IRCC reviewed the submissions, removed any duplicates and created a randomized list of interested potential sponsors. IRCC then selected a first round of potential sponsors from this list in March 2018. The second draw is now taking place. IRCC has not indicated how many sponsors will be invited at this time.
